WHAT IS COOPERATIVE TREATMENT RELEASE?  

The Stutsman County Correctional Center (SCCC) Cooperative Treatment Release (CTR) program is a collaborative effort between the SCCC, States Attorney’s Office, District Court and Thompkins Rehabilitation Center (TRC) to provide addiction treatment to offenders while serving a jail sentence.

Participation in CTR is a privilege and the SCCC or TRC retain the right to terminate or deny program participants.

REPORTING:

Individuals ordered to serve a sentence at the SCCC with CTR consideration must report to the SCCC located on the 2nd floor at 205 6th Street Southeast, Jamestown on the date and time specified by the court.  Only the sentencing judge may change report date.

PROGRAM REQUIREMENTS:

  • An individual must be sentenced through District Court to the SCCC with CTR consideration.
  • The individual must submit a request of participation in the CTR to the Administrative Officer. Program staff will review the individual’s court order and determine the individual’s eligibility for release from the SCCC.
  • The individual must be screened and approved by South Central Human Service Center staff to determine whether individual is suited for treatment.

FEES:

There are no fees assessed for participation in the CTR.

CTR RULES:

Program participants will be held to a high standard and treated as such. The CTR rules will be enforced and any violations of the CTR rules may result in the loss of CTR, earned good time, future consideration for CTR and/or criminal charges.

  • Participants may be terminated from the CTR in the event the participant is charged with a crime or receives a criminal warrant for their arrest while on the CTR.
  • Participants shall submit to chemical testing requested by SCCC or any other law enforcement officer at any time while participating in CTR.
  • Participants shall remain at their approved destination and report to treatment or return to the SCCC within one half hour (30 min) of their scheduled time to report/return.
  • The SCCC is the only approved transportation unless otherwise noted. (Participants will be informed of pick-up and drop-off times).
  • Participants shall not possess any illegal substances or alcoholic beverages or anything that could be deemed an intoxicant.
  • Participants shall conduct themselves honorably and shall obey all Local, State, and Federal laws.
  • Participants shall not bring any item deemed to be contraband into the SCCC. (Treatment materials are the only approved items)
  • Misconduct in the SCCC may be grounds for removal from CTR.
  • Participants will be provided/offered a sack lunch for meals outside the SCCC. (SCCC sack lunch is the only approved meal, no meals shall be delivered by friends or family)
  • Participants shall have no unauthorized contact with the public to include friends and family.
  • Participants shall attend CTR in personal clothing. (The SCCC will provide a locker and laundry bag for each participant).
  • Participants are responsible to be awake and ready for treatment each day. (Staff will not wake-up participants or remind them to get ready).
  • Participants shall direct all questions regarding the CTR to the program’s staff.

Participants are required to read and sign the CTR Agreement which outlines the rules and regulations of the program.  The participant’s signature on the CTR agreement constitutes understanding, and willingness to comply with all program rules and regulations.
