The Emergency Management office develops and maintains a county-wide Emergency Operations Plan for all hazardous events that may occur. This work is accomplished by establishing and maintaining working relationships with government agencies and community groups that have a part in the plan. Emergency training exercises are conducted annually to test various aspects of the plan.
The emergency manager also functions as the Communications Center administrator and the County 9-1-1 coordinator. This role includes overseeing the overall management of the Communications Center which operates 24 hours a day, 7 days a week, 365 days a year. The Communications Center is mutually operated by Stutsman County and the City of Jamestown, with each entity providing a minimum of one employee to maintain the operation of the center. As the 9-1-1 answering point for Stutsman County, the center dispatches for three law enforcement agencies, four ambulance services and 14 fire departments.
In addition, 9-1-1 responsibilities include providing 9-1-1 addresses for all areas of the county that are not within any incorporated city limits. The office works with the appropriate city officials to provide all other 9-1-1 addresses. All addressing is coordinated with the Postal Services and the various telephone companies.
Jerry Bergquist has served in this appointed position since January, 1989. Sarah Van De Velde was hired as his assistant in December, 2012.
